The Highland Village City Council met Tuesday night and postponed awarding the bid for the construction of a Veteran’s Memorial for 30 days.
The site designated for the memorial is located on the south side of the municipal complex facing the new fire station.
"We need to work harder on fundraising," Councilmember Austin Adams said. "This is a tribute to how important veterans are to this community."
An initial amount of $10,000 was set a side for the memorial in the 2006-2007 budget and an additional $1,007.50 was raised. However, a total of $70,103.83 is needed to complete the memorial. According to Mayor Dianne Costa, the issue will be on the July 22 council agenda.
The council also approved the new five-year contract to Waste Management for solid waste, recyclable and yard services.
The City of Highland Village originally started working with Waste Management in July 1998. It renewed the contract for another five-year-term that expires next month.
"It’s time for this baby to be born," Public Works Director Mathew Kite said. "There will be a minor decrease in rates."
Residents now paying $12.88 per month will drop to $10.50 per household for the services. Senior residents over 65 will pay $9.46 per month.
According to Kite, the city issued 35-gallon recycling carts to a test group. After a three-week trial, those were replaced by a 65-gallon recycling cart. The test groups were given a survey and the results indicated that families with more than two residents preferred the bigger carts. However, single residents preferred the smaller carts. Kite said there is a plan to make 100 smaller carts available on a first-come, first-served basis for smaller families. The use of carts was designed after numerous complaints about the "blue bag" system currently in use.
"The new services will begin in late July," Kite said.
The council also approved the site plan for Freddy’s Frozen Custard.
Project engineer Heath Haseloff presented the design plans to the City Council.
"It’s not our standard, typical building," Haseloff said. He said the restaurant had many more upgrades than their other restaurants.
"Basically, we’ve come up with a one of a kind Freddy’s," Community Development Manager Sue Thompson said.
The presentation quickly focused on landscaping with Adam’s concern about the lack of trees on the north and east side of the building.
Haseloff said they have met the criteria put forth by the city.
Although the council approved the site plan, they recommended adjustments to the placement of trees.
According to Haseloff, the Freddy’s Frozen Custard chain originated in San Antonio and the Highland Village store will be the first of its kind built in the metroplex.
Freddy’s Frozen Custard will be located at 3040 Justin Road [FM 407].
